CTF Toolkits
Would you like to start applying the CTF in a regular procurement process, during a co-creation process, or in an existing relationship? There are three methods available to help you!
Regular
This toolkit is based on the existing procurement and/or tendering process within the institution. The aim of the toolkit is to enrich this process with CTF elements. This toolkit shows how you can incorporate the Procurement Guidelines into the existing process and how you can give substance to partnership.
Co-Creation (CTF-CC)
With the CTF Co-Creation (CTF-CC) procurement method, the educational institution does not purchase a predetermined end solution, but rather a cooperation contract. A characteristic feature of CTF-CC is that the parties involved work together on the basis of a Programme of Ambition (PvA) instead of the traditional Programme of Requirements (PvE). In addition to fulfilling the organisational objectives and the basic functionality of the request for proposals, sustainable ambitions (such as the public values of SURF and Kennisnet) form important starting points within the PvA. Based on this partnership, the parties work together to identify implementable solutions that will enable the formulated ambition to be realised. In the collaboration, the EdTech company contributes its technological knowledge and expertise, and the educational institution contributes its educational knowledge and expertise. The design is therefore not worked out in advance of the tender, let alone fully fleshed out.

The CTF-CC methodology is based on KplusV's RIC procurement methodology. This methodology has been widely used in the Netherlands and has been legally reviewed by NautaDutilh.
Existing relationship
This toolkit is developed to apply in existing relationships and contracts. The aim of the toolkit is to enrich these relationships with CTF elements. We focus on partnership in this regard. Contracts that have already been concluded will not be reopened or amended in terms of content. Together, the educational institution and the EdTech company determine which CTF additions can be included in, for example, a separate letter of intent.
